Resumen
Partiendo del diagnóstico sobre el problema de España y del remedio que ve la solución en Europa, el artículo aborda cuatro búsquedas fundamentales por las naciones europeas, realizadas sobre todo por pensionados de la JAE, relativas a otros tantos problemas españoles. La urgencia de crear nación y de fundar la ciudadanía encontrará respuesta en Francia que ofrece, además, el laicismo escolar como elemento fundador de una y otra. En la busca del hombre muchos son los que dirigen su mirada a Inglaterra donde encuentran, entre otros hallazgos, el prometedor recurso pedagógico del «self-government». La respuesta a la pujante idea de comunidad y preocupación social será descubierta y estudiada en Alemania, que proporciona,además, una atrayente pedagogía humanista y de los valores. Los modos y procedimientos de enseñar la democracia los aporta la Escuela Nueva que hace de la autonomía y de la comunidad los ejes sobre los que pivota el aprendizaje y la práctica de la democracia, solución tenida como definitiva al problema de España. El futuro, entonces aún no escrito, que sigue a la Guerra Civil de 1936, convierte en inconclusas las soluciones aportadas desde Europa a los males de España.

Abstract
Establishing Citizenship, Training the Human Being, Constructing Democracy. Europe as a Solution for Spanish schoolsSalto de línea Salto de línea Taking as the starting point the diagnostic of Spain's problem and the remedy, whose solution seems to be found in Europe, this article approaches four of the fundamental searches of European nations, most of them carried out by pensioners of the Junta para Ampliación de Estudios, JAE (Board for Advanced Studies), which make reference to many other Spanish problems.Salto de línea The urgency of creating a feeling of nation and establishing citizenship found an appropriate response in France.Moreover,this country provides school laicism as the founder element of both issues. In the search of human beings, many of them have their eyes fixed on England. In this country, they have already found out, among many other things, the promising pedagogical resource based on the «self-government».The response to this forceful idea of community and social worry will be discovered and studied in Germany. Moreover, this country provides an attractive humanist pedagogical model as well as an attractive pedagogy of values.Salto de línea Progressive Education provides the ways and procedures used for the teaching democracy. This institution considers both autonomy and community as the axis on which the learning and practice of democracy turns. On the other hand, this solution is considered as the definitive one to the problem of Spain.The future, at the time still not written, that follows the Spanish Civil War (1936), turns the solutions coming from Europe to solve the problems of Spain into incomplete ones.
