Abstract

Teaching and research in the Spanish university: current situation and future expectations

In Spain today, like in the rest of the European Union and in the USA, there is a lot of discussion about "knowledge management," undoubtedly one of the major themes emerging in the new century. It is utterly surprising, however, that unlike the current trend in other European countries and in the USA, in Spain this debate is taking place without taking the university into account. Apparently, except for rare individual cases, nearly everyone in Spain (the media, the political establishment, and the business community) seems to have forgotten that to manage knowledge, knowledge must first be created and accumulated in people's minds, and that such prerequisites will not be met without a university system that works well.Salto de línea The neglect of the university in this instance could be justified (albeit only partly) if the current system of higher education in Spain were in tune with the needs of the "knowledge society," but that is certainly not the case. In fact, most independent observers consider Spain's current university system as being inadequate for the simultaneous achievement of these two goals: the promotion of research and the transmission of already existing knowledge.Salto de línea This paper provides some ideas on the relationship between teaching and research within the university. Hopefully, they will be useful to evaluate where the Spanish University stands in relation to those issues. For we must keep in mind that in today's world, more than ever before, the future of a country depends largely on how successful its university is in generating new ideas and transmitting them to the younger generations.

Resumen

En España, como en el resto de la Unión Europea y en EEUU, actualmente se discute mucho sobre "gestión del conocimiento", sin duda uno de los principales temas emergentes con el nuevo siglo. Sin embargo, es muy sorprendente que, al contrario de lo que ocurre en otros países europeos y en EEUU, esta discusión está teniendo lugar sin hacer referencia alguna a la universidad. Da la impresión de que, con raras excepciones individuales, en España todos (los medios de comunicación, las instituciones políticas y el mundo empresarial) parecen haberse olvidado de que para gestionar el conocimiento primero hay que generarlo y acumularlo en las personas, y de que ninguno de estos requisitos puede darse sin un sistema universitario adecuado.Salto de línea El olvido de la universidad en este tema podría estar justificado (aunque sólo parcialmente) si el actual sistema de educación superior fuese adecuado a las necesidades de la "sociedad del conocimiento", pero no es éste el caso en España. De hecho, la mayoría de los observadores independientes consideran que el actual sistema universitario español es inadecuado para satisfacer el doble objetivo de promover la investigación y transmitir el conocimiento existente.Salto de línea Este artículo proporciona algunas ideas sobre la relación entre docencia e investigación en el ámbito universitario que quizás sean útiles para evaluar la situación actual de la universidad española en ese terreno. Después de todo, no debemos olvidar que en el mundo actual, más aún que en el pasado, el bienestar de un país depende en gran parte de la eficacia de su universidad en la producción y transmisión de nuevos conocimientos.
