El derecho a la educación en el mundo: constatación de avances y una denuncia obligada

Abstract

The right of education in the world: verification of advances and a compulsory accusation.

The World Report on Education 2000, the fifth in a series prepared by UNESCO with the purpose of disclosing the state of education in the world, presents here the road followed by the right of education ever since it was promulgated in the Universal Declaration of Human Rights. Analyses have been twofold: on the one hand, the evolution of the idea through the different international treaties that, subsequent to the Declaration, have approached the issue of education; on the other hand, the advances in the fulfilment of what has been laid out in those documents. The main conclusion drawn from the Report is that, while its contents have been extended and there have been important advances in applying it, its full realisation will still require a great effort and a strong commitment on the part of the international community. It is undoubtedly a task that cannot be deferred and a challenge for the century that is beginning.

Resumen

El Informe Mundial sobre la Educación 2000, el quinto de una serie que elabora la UNESCO con el fin de dar a conocer el estado de la educación en el mundo, presenta en esta ocasión cuál ha sido el recorrido del derecho a la educación desde su promulgación en la Declaración Universal de Derechos Humanos. El análisis se ha realizado en dos planos: por un lado, la evolución de su concepción a través de los distintos tratados internacionales que, con posterioridad a la Declaración, han abordado la cuestión educativa; y por otro, los avances en el cumplimiento de lo estipulado en dichos documentos. La principal conclusión que se extrae del Informe es que, al tiempo que se ha ampliado su contenido y se ha avanzado de forma importante en su aplicación, su plena realización requerirá todavía de un gran esfuerzo y un fuerte compromiso por parte de la comunidad internacional. Se trata, sin duda, de una tarea impostergable y todo un desafío para este siglo que ahora comienza.
