Since 1 January 2003, a fee is charged for the recognition and validation of foreign qualifications and studies, in accordance with Article 28 of Law 53/2002 of 30 December on Tax, Administrative and Social Measures, as amended by the eighth final provision of Law 15/2014 of 16 September on rationalisation of the public sector and other administrative reform measures. The fee is payable when applications are made to have foreign qualifications and studies in non-university education recognised or validated. Proof of the fee payment is needed to process the file. If payment is not proven or payment is insufficient, the applicant must rectify payment in accordance with Article 68 of Law 39/2015 of 1 October 2015 on the Common Administrative Procedure. Failure to do this will mean that the application will be treated as withdrawn, following a decision issued in accordance with Article 21.
There is no fee for applications for the recognition of a graduate diploma of Compulsory Secondary Education from Spain.

The fee is paid by means of a transfer to the Ministry of Education and Vocational Education as the recipient, for NON-UNIVERSITY studies, to the restricted ‘Public Treasury’ account. The fee for each case is the amount to be paid into the restricted account. Any banking charges requested by the entity making the transfer must be paid separately by the person making the payment. If transfer or other banking charges are charged, they always fall to the person making the transfer and cannot be deducted from the amount of the fee being paid to the restricted account.

For applications for recognition, validation or equivalence, payment of the fee does not dispense with the need to complete and submit the official application form for recognition, validation or equivalence, accompanied by the required documentation.
Applications for recognition, validation or equivalence must be submitted together with Form 790 (duly stamped or with an authorised signature certifying payment), in the way described above, or by attaching adequate proof of the payment or transfer to the restricted account indicated above.
