Abstract

The new educational system in Chile: What could be the outcome of the chilean educational reform in a democratic context?

This article is primarily a critical approach of the Chilean educational reform, in contrast with some areas of the Spanish Educational Reform. Specifically relates to what the latter has to offer in the design and education of boys and girls, young and adults, living in a society which is beginning to pave the way towards democracy in freedom, tolerance, solidarity and justice. The text deals with educating people for democratic participation in the Chile of the 21st century, taking into account all of the limitations known for the model of the Chilean democratic transition. There are some significant parallelisms given with what happened in Spain and Chile, for an approximate diagnosis of the present situation in participating in and educating for democracy. Putting emphasis on the areas where the Chilean Educational Reform offers a systematic or transversal education on this theme. It proposes two programmatic ideas covering the areas of democratic coexistence and equal participation both of which are based on the Chilean Educational Laws, which the Reform will implement. The article finishes emphasising the general sense of both proposals.

Resumen

El artículo tiene como objetivo principal un acercamiento crítico a la Reforma Educativa chilena, en la confrontación de algunos aspectos con la Reforma Educativa española, específicamente relacionados con el aporte que puede brindar dicha Reforma para el diseño y formación de los niños y niñas, jóvenes y adultos en vistas de construir unos marcos de convivencia democrática en libertad, tolerancia, solidaridad y justicia. En justa perspectiva, el texto aborda el tema de la educación para la participación democrática en el Chile del siglo XXI, con todas las limitaciones que se le conocen al modelo de transición democrática chileno. Establece algunos paralelismos entre la experiencia española y chilena que se muestran significativos de cara a un diagnóstico aproximado de la situación de la participación y formación democrática, señalando los espacios que la Reforma Educativa chilena ofrece para una formación sistemática en esta área o tema transversal. Propone dos ideas programáticas para abarcar las áreas de convivencia democrática y de participación solidaria, ambas fundamentadas en la legislación educativa que pone en marcha la Reforma. El escrito termina señalando el sentido global de ambas variantes de propuesta.
